What is the Citizen Police Academy?
The CPA is a 30 hour block of instruction designed
to give the public a working knowledge of the practices, policies,
and procedures governing the Waukegan Police Department.
The course consists of ten, three-hour sessions conducted
on a weekly basis.
The sessions have been designed to incorporate an interactive
format, providing the participants with a "hands on"
experience whenever practical. Instructors are Certified Police
Officers, Supervisors, and personnel with expertise in various
areas.
What is the Purpose?
The Citizen Police Academy was created in order to
provide participants with enough information so that they are
capable of making an informed judgment about their Police Department
and police activity. It is hoped that the instruction will increase
police awareness whereas to dispel suspicions and misconceptions,
and increase Police/Community rapport through an educational process.
The Department in turn becomes more aware of the feelings and
concerns of the community it serves, taking it a two way learning
process.
What Topics are Covered?
Participants are given a realistic view of the Police
Department. A wide variety of topics are discussed, including
Patrol procedures, Criminal and Juvenile law, the Judicial System,
Criminal and Narcotics Investigations Just to name a few.
Who Can Attend?
Participants must be at least 21 years of age and either reside
or work in Waukegan. They must be of good moral character with
no Felony Convictions.

Waukegan Police Department Citizen Police Academy
To develop positive relations and to create better
understanding and communication between the citizens of Waukegan
and their Police Department through education; and to create a
growing nucleus of responsible, well informed citizens, who have
the potential of influencing public opinion and perception of
the police, their practices and services. Citizens will gain an
appreciation of the problems and challenges facing law enforcement
and have an opportunity to offer comments and ideas regarding
solutions.
Graduation
After completing the course you have the opportunity to continue
with us by joining the CPA Alumni Association, which consists
of graduates from previous classes. Current membership is at approximately
84 citizens. They meet the third Tuesday of every month. The highlights
of the Alumni is their Corn Roast booth at Scoop the Loop, and
the Curfew Program. Past guest speakers were from the US Secret
Service, The F.B.I. Circuit Court Judge, US Postal Service.
