Grants of $10,000 per deconverted unit, payable
to property owner upon completion of work and clear inspection.
Owner grants permission to city to inspect
property for a period of at least five (5) years, to ensure that
the deconversion has not been reversed. Inspection agreement
runs with the land and is transferred to subsequent owners. Inspections
may be conducted on a quarterly basis (or less frequently) and
the City will provide the owner at least 48 hours notice prior
to such inspection.
Owner is responsible for interviewing, hiring
and paying the contractor.
Contractors must be licensed to work in the
City of Waukegan.
Building permits must be taken by the contractor
prior to commencement of work.
Minimum rehabilitation to constitute deconversion
is removal of kitchen(s) and capping of utility services in additional
unit(s), conversion to single utility meters for the property,
and removal of key locks from doors, other than those leading
outside.
