The City of Waukegan is soliciting for a Supervisory Control and Data Acquisition (SCADA) Integrator to develop a scalable SCADA system for the City’s Sanitary System and to assist with the City’s Water System. The SCADA integrator must be able to clearly communicate with City staff and elected officials regarding the various benefits associated with the SCADA system and to assist the City with SCADA related items moving forward including the integration of the City’s Water SCADA System. SCADA integrator’s responsibilities will include providing components for the SCADA system needs and programming. The SCADA integrator must provide 24 hours per day seven days per week service. Submittals are limited to 10 pages including 1 page of at least four municipal references.
The Submitter must also provide a proposal for SCADA systems at Lift Station #2 and Lift Station #11 to communicate with a new Master Telemetry Unit to be located at Public Works described below:
The SCADA Panels at each Lift Station of the two lift stations shall include a NEMA 4X stainless steel enclosure with subpanel and pre-wired components including fuses, circuit breakers, fans, heaters, thermostats, surge protection, UPS, associated terminal blocks to interface with field wiring and an Allen-Bradley Micrologix 1400 PLC with additional input modules to accommodate 20 inputs plus 25% spare, a GE MDS SD4 series radio utilizing the City’s existing licensed frequency in the range of 450-470 Mhz, and associated yagi antenna equipment.
The SCADA Lift Station PLC is to be programmed to provide the following for each of the two pumps:
-in Auto position
The SCADA Lift Station PLC is to also provide :
- High Level Alarm
- Surge Fail
- UPS Fail
- Runtime for each pump (past 24 hours and cumulative)
- Number of starts (past 24 hours and cumulative)
A MCP (Master Control Panel) will be located at the Public Works facility in the Control Room in a NEMA 4 steel enclosure with subpanel and associated pre-wired components including an Allen-Bradley Micrologix 1400 PLC and GE MDS SD4 series master radio. The master PLC will poll remote lift station data and store in local data tables. Master PLC data will be read by the SCADA computer for display and trending. The SCADA computer will be a rack-mounted Dell server running intellution IFix and Win911 alarm dialing software.
The SCADA computer will provide the following functions at a minimum:
- Display Lift Station data including pump status, station alarms, and pump station totalizers.
- Store Lift Station historical data and totalizers. Historical trends screens will be available from iFix software.
- Alarm annunciation to operators via alarm dialing software.
Rack mount Dell SCADA server. Server will be mounted in existing PW network rack.
Ifix SCADA software, latest versions, and IGS driver.
Win911 alarm dialing software.
SCADA will be RDS capable for up to 3 concurrent SCADA sessions for operators.
Coordinate RDS with village IT.
MCP (Master Control Panel) with the following major components.
Allen-Bradley Micrologix 1400 Polling PLC.
GE MDS SD4 radio. Utilize city’s license in the range of 450-470 Mhz.
Backup Power Supply.
Industrial ethernet switch.
