Special Events
Special Events Permit

All outdoor events held on City property, such as sidewalks, alley, street, or parkway and/or deemed to significantly impact the city are considered special events. 

The Special Events and Parades Article of The City of Waukegan, IL Municipal Code (Section 15-176, et seq.) can be found here

Any organization wishing to conduct a special event involving public property such as a festival, parade, or athletic event in Waukegan must apply for a special event permit.

To apply, applicants must complete and file a City of Waukegan Special Events Permit Application found here, along with the appropriate non-refundable processing fee, and submit to:

Applications must be submitted at least thirty (30) calendar days prior if you are seeking approval for use of public property or city owned spaces.

Applications for the calendar year will be accepted beginning January 1st for Governmental entities and February 1st for the public. Applications will only be accepted through September 30th. Applications will not be accepted October 1st through December 31st. If the event is to take place in January or February, the application must be file no earlier than one year prior to the event.

The purpose of the permit application process is to give the Police, Fire, Public Works, and other municipal departments the opportunity to review the information submitted to ensure the safety of participants, minimize the inconvenience to our residents, ensure the success of the event, and reduce the public liability exposure to the sponsoring agency or individual as well as the City.

If your event plans to have food, liquor, or exhibitors, the vendor(s) must have current license(s), permit(s), or certificate(s) of required type(s). Information for Business License can be found here and information for liquor license can be found here.

Applicants shall comply with all applicable city, state, and federal laws, ordinance, codes, conditions, regulations, and requirements. This includes City of Waukegan’s noise ordinance, Code Section §11-34, unless otherwise granted a waiver by City Council. The noise ordinance can be found here.

Applicants are required to provide proof of insurance in the form of a policy endorsement naming the City of Waukegan as an additional insured as well as a certificate of insurance.

Payment of any balance due, including any additional costs owed to the City for preparation, protection, or post-event cleanup, must be submitted within thirty (30) calendar days after the event.
