TELECOMMUNICATOR I

JOB DESCRIPTION

A Telecommunicator I answers emergency/non emergency calls as well as dispatch fire/police units with direct supervision.

 

WORKING HOURS:

The position involves regular and irregular shift work and shift rotations necessary to provide dispatching services 24 hours/day, 7 days/week, 52 weeks year (weekends and holidays included). Work shifts are normally 8 to 10 hours in duration, but may be extended in the event of emergency, disaster, manpower shortage, workload, or work-in-progress.

 

ESSENTIAL JOB DUTIES

The following essential job duties are listed in order of importance, with the most important duty listed first:

  • Answers all emergency and non-emergency telephone calls
  • Dispatch Police, Fire and Medical calls
  • Monitor all frequencies; point to point; I.S.P.E.R.N.; Public Works; Fire Ground; F5 and other necessary frequencies
  • Makes proper notifications via Chain of Command on unusual or major police and fire matters as prescribed in the appropriate general orders
  • Ensure compliance of the Federal Communications Commission rules and regulations
  • Maintain a good working relationship with all City departments

 

KNOWLEDGE, SKILLS AND ABILITIES

The incumbent must possess the following knowledge, skills and abilities in order to successfully perform the essential job duties.

 

  • High School diploma or the equivalent
  • Work effectively under stress
  • Good computer skills
  • Good communications skills
  • Ability to multi-task and have excellent organizational skills
  • Ideal candidate will have recent or current dispatch experience for Police and Fire
  • A thorough knowledge of Waukegan City streets
  • Bi-lingual Spanish a plus
  • Excellent written and verbal skills
  • CPR Certification
  • Have or studying for EMD and LEADS certification

CLERICAL TECHNICIAN I-COLLECTIONS

JOB DESCRIPTION

Performs routine and some complex clerical and customer service work for the City Collector’s Office in the areas of Cash Collections, Vehicle Tag and Business Licensing systems.

 

WORKING HOURS:

Normal working hours are Monday – Friday 8am-5pm

 

ESSENTIAL JOB DUTIES

  • Provides customer service to the public and City personnel.
  • Performs data entry and maintenance of Cash Collections, Vehicle Tag, and Business Licensing Systems.
  • Performs data entry in the Utility Billing System.
  • Balance daily water and cash collection revenue and prepare the deposits for the Treasurer’s Office.
  • Processes and balances daily utility billing mail.
  • Performs routine and complex interoffice transactions.
  • Handles telephone queries.
  • Maintains Rental License data and tracks rental properties that may require licensing.
  • Performs other duties as required or assigned.

 

KNOWLEDGE, SKILLS AND ABILITIES

The Clerical Technician must possess the following knowledge, skills and abilities in order to successfully perform the essential job duties.

 

  • Extensive knowledge of the Cash Collections and Vehicle Tag Systems.
  • Ability to balance cash drawers and prepare deposits for the Treasurer’s Office.
  • Ability to operate a calculator.
  • Ability to operate a personal computer keyboard.
  • Must have good written and verbal skills.
  • Extensive knowledge of Microsoft Word and Excel
  • Ability to general system reports and learn new computer software as necessary.
  • Ability to maintain confidentiality of the department.
  • Extensive knowledge of the policies and procedures of the office of assignment.
  • Ability to establish and maintain effective working relationships with other employees, supervisor and general public.

QUALIFIED CANDIDATE REQUIREMENTS:

  • High school diploma or the equivalent.
  • Must have prior customer service and cash handling experience
  • Ideal candidate will have Clerical experience, Cash Collections, Vehicle Tag, Business Licensing Systems and Water Billing experience
  • Accounts Receivable experience in the public sector is very helpful
  • Pass skill based qualifying test(s) and pay a nominal testing fee
  • Pass a pre-employment physical and drug test
  • Must be able to work overtime when required

CIVIL ENGINEER JOB POSTING

OVERALL PURPOSE

This position is a skilled, technical, professional position that involves assisting the City Engineer with the supervision, administration, and daily operations of the Engineering Department.

ESSENTIAL FUNCTIONS

  • Assists with day-to-day operations of the Engineering Department.
  • Review engineering plans, specifications, permit applications and calculations submitted for private sector development.
  • Inspect public and private construction projects to ensure compliance with engineering principles and City codes.
  • Investigate, design, supervise and review the preparation of engineering plans, estimates and reports for assigned projects.
  • Provide project manager duties for public works/public infrastructure projects including contract document preparation, the administration of contract quantities and payments, and contract field inspections.
  • Prepare correspondence, public notices and bid documents associated with assigned work.
  • Prepare technical correspondence for presentation to the Public Works Committee and City Council.
  • Confer with inspectors and engineering department staff during construction to ensure engineering requirements are met; assist in the inspection of projects during construction.
  • Respond to inquiries from other agencies, private sector engineers, and the general public.

QUALIFICATIONS

The incumbent must possess the following knowledge, skills and abilities in order to successfully perform the essential job duties.

  • Thorough knowledge of modern practices and principles of civil engineering, land surveying, and mapping.
  • Knowledge of the design, construction, repair and maintenance of public infrastructure.
  • Knowledge of standard specifications from the official publications used for design and construction projects.
  • Knowledge of modern practices in subdivision control and the relationship to municipal planning and zoning.
  • Knowledge of engineering rules and regulations, policies and procedures and applicable federal, state and local laws and ordinances.
  • Skill and ability to operate required tools and equipment.
  • Ability to effectively communicate verbally and in writing.
  • Ability to analyze and interpret information.
  • Ability to perform complex engineering related mathematical calculations.
  • Ability to prepare, read, and interpret engineering plans and specifications.
  • Ability to establish and maintain effective working relationships with other employees, public/City officials, contractors, private sector engineers, and the general public.

REHABILITATION COORDINATOR

OVERALL PURPOSE

The City of Waukegan seeks a Rehabilitation Coordinator to manage rehabilitation projects financially supported by the HUD Community Development Block Grant program. Confers with homeowners, inspects units, directs the bid process and prepares required reports. Performs a variety of duties associated with housing rehabilitation, loan programs, and other development projects.

ESSENTIAL FUNCTIONS

Manages projects assigned within the HUD Community Development Block Grant program. Prepares bids and specifications detailing work that needs to be done. Distributes bid packs, collects and opens bids. Orders legal title search before rehabilitation work begins. Inspects and documents repair work in progress and ensures the timeliness of project completion. Mediates disputes between contractors and housing owners. Performs final inspections when projects are complete. Coordinates the HOME program with the Lake County Consortium. Prepares the Consolidated and Annual Action Plans in application for HUD funding. Sets up projects in the federal (IDIS) system, draws down funds for projects, and prepares the annual housing report for HUD.

QUALIFICATIONS

The ideal candidate will have experience managing rehabilitation projects financially supported by the HUD Community Development Block program. Must have knowledge of housing construction and rehabilitation, ability to interpret, explain and apply HUD regulations. Must have bachelor’s degree in business administration, finance or related field or an equivalent combination of education and experience. Must have a valid driver’s license.
