1.        2. See attached.

2.

Jason Burleson

717 North Avenue

AUDIENCE TIME:

3.        3. It is his opinion that it is the wrong decision to annex additional property into the City of Waukegan. The city cannot afford the financial cost. It would over burden police, fire and public works services.

Jack  Burleson

35845 N. Northern

4.        4.  This annexation is wrong. We just want to be left alone.

Jean Simmet

12663 W. Grove Avenue

5.        5. There is a lot of wetland in this area we must protect this property. What will be the cost to develop this are? You cannot run sewer lines through the area you want to annex because it is protected wetlands..

Steve White

12730 W. Grove Avenue

6. Open your eyes and ears to the big picture. You will lose $190,000.00 in Waukegan Township Revenue if you annex this area. If you annex this area the township maintenance facilities will be closed down. He feels that House Bill #46 will stop any further annexations.

Dawn Green

12439 W. Atlantic Avenue

AUDIENCE TIME:

7. We cannot afford to live in the city, we will lose our house because we cannot afford a tax increase. We oppose this annexation.

Bill Burleson

6.        8. You must consider how others view your actions. There are a lot of residents in this area on fixed incomes.

George Flaming

12866 W. Country Club

7.

8.        9. We fought annexation 14 years ago. I am opposed to this forced annexation.

Gail Ramlow

36955 N. Northern Avenue

10. I feel there are valid reasons not to be annexed to the city. Taxes will increase $1,500.00 per year. I cannot afford this. The cost would be $10,000.00 to hook up the city sewer and water.

Maria Martinez

12865 Johns Manville Ave.

9.        11. I do not believe that what you intend to do is right.

Leslie Ross

12734 W. Duggold

Kathy Plaku

36208 N. Garrick

13.I have a budget to live by. I cannot afford to have my taxes raised. My children do not go to Waukegan Schools. I am opposed to this annexation.

Dan Hake

12766 N. Lee Avenue

11.     14. Will you change our codes?

Keith Turner

1320 N. Jackson Street

Alderman Cunningham

ALDERMEN’S TIME:

33. Asked Corporation Counsel Finn if he was aware of the House Bill against forced annexation? He is looking into it how will the property taxes be affected by this annexation. He is looking into it how the property taxes will be affected by this annexation. Incident at high school where one of the security guards was injured. This was incorrect he spoke to the security guard regarding this incident. Our kids really get a bum deal, they get labeled. We need to stick up for these children. He would like to look into restricting the exposing of underwear for those who choose to wear those baggy pants well below their waist line.

Alderman Koncan

34. Attended the design competition and was impressed by the student ideas.

Alderman Moisio

35. Need to know the finances of this annexation. We do have many wonderful children in our school. Many of them however need to be taught respect and responsibility. We must have standards of behavior and dress in our school system.

Alderman Figueroa

36.  No comment.

Alderman Newsome

21.     37. No comment.

Alderman TenPas

38. Thanked Mayor for addressing annexation issues.

ALDERMEN’S TIME cont.:

39.  Waukegan Buster Club Auction will be from 6:00-11:00 p.m. this Saturday at the Lake County Sports Center. Whitmores liquor licenses has been taken away and replaced with a restricted liquor license. He has had it for 20 years. He was not allowed a hearing or due process under the law.

Alderman Larsen indicated that this action was taken without the knowledge or consent of the city council. This business pays taxes to our community. This is not fair to Mr. Whitmore. He wants his license returned. He has asked the Lake County State’s Attorney to investigate this matter. Alderman Larsen submitted a complete copy of his statement which has been placed in the public record.

Alderman Rivera

40. Regarding these annexations I will place myself into these people’s shoes. I want to hear it all. I am proud of the City of Waukegan we have our issue but it is a good community. Spoke about morning burglaries. Look out for your neighbors. Call the police for suspicious subjects.
