The Council of the City of Waukegan met in regular session on Monday, March 17, 2008 at 8:00P.M. in the City Council Chambers, City Hall 100 North Martin Luther King Jr. Avenue. Mayor Hyde, City Clerk, Wayne Motley, City Treasurer, Pat Dutcher and Corporation Counsel, Brian Grach were present.

Motion by Alderman TenPas, seconded by Alderman Cunningham to accept Contract 2008-16-EJ & E Railroad’s Track Relocation on the South Lakefront with the Union Pacific Railroad to allow the EJ & E Railroad to move adjacent of the Union Pacific tracks. The City will have to pay not to exceed $40,000 review and design fee so that the main office can approve the design and prepare the agreement as presented.

The agreement calls for the City to pay up to $31,000 for half the cost of the design, as presented.

The net unit needs to be disbanded. You have the gang element in the police department. The Net Unit is a gang. Kirk needs to look at the $840,000 that he is giving Waukegan to eliminate gangs

34. Mentioned that the past Saturday there was a march regarding job. Unemployment rate in Waukegan is 10%, there are numerous projects going on in our community. You must get the union to buy into the program or nothing will occur regarding resident hiring. We must work together 10% unemployment is unacceptable. We need to figure out how to put these men to work (black men) if the unions will not cooperate lets use business that pay prevailing wages and forget the unions.
