The Council of the City of Waukegan met in regular session on Monday April 3, 2006 at 8:10 P.M. in the City Council Chambers, City Hall 100 North Martin Luther King Jr. Avenue.  Mayor Hyde, City Clerk Wayne Motley, Corporation Counsel Brian Grach & Treasurer Pat Dutcher were present.
