The Council of the City of Waukegan met in regular session on Monday, April 19, 2010 at 7:00P.M. In the City Council Chambers, City Hall 100 North Martin Luther King Jr. Avenue.  Mayor Sabonjian, City Clerk, Wayne Motley, Treasurer John Schwab, and Corporation Counsel Julie Tappendorf were present.

ROLL CALL:

Present:  Aldermen Figueroa, Newsome, Needham, TenPas, Larsen, Rivera, Cunningham, and Moisio

Absent: Alderman Koncan

INVOCATION:

Moment of silence.

1.       MAYOR’S COMMENT:

2.

3.        1. The Mayor thanked David Motley and Susana Figueroa for all of the hard work, time and commitment working on the 2010 Census. We are at a 72% response right now. That puts us above a lot of the areas around Lake County. I think we are a little bit better than Chicago. Hopefully by the time this is all over we will be at about 80% return rate. The Census is extremely important due to our current budget situation. Every person that does not respond to the census over a 10 year period will cost the city $14,000.00 per person that is a lot of revenue to lose. There are a lot of things at stake here, we have put a lot of time and effort into this and it does seem to be paying off.

4.        The Mayor indicated that he has been working with several groups to institute a safe fish consumption signage competition. There will be 13 winners and 19 honorable mentions the awards will be presented on April 21st in the Waukegan Council Chambers. This campaign has to do with the eating of the proper parts of a fish.

Jim Donovan

263 Keith Avenue

AUDIENCE TIME:

2. President of Waukegan Main Street. Voiced his support for the Artspace Project. He indicated that the Downtown Economic Development Committee voted to bring this project forward.

Joice Evans

829 McAlister

3. Asked the Mayor if he was planning any cut backs in Code Enforcement Department. She advised him that her neighborhood was overcrowded. There are as many as 6 or7 cars in the driveways. There is also an excessive amount of garbage being placed on the curb in these homes.

Jack Burleson

35845 N. Northern

4.  Stated that he and the other residents living in the Waukegan Township are against their proposed forced annexation. He said that they are 192 members strong and all of them want to remain in the Waukegan Township
