AUDIENCE TIME:

4.  Has been living in Waukegan for 37 years.  Please withdraw 287G.  I love this City.  We have a great City.  I am the Chairman of Napala Union and my organization is willing to come in and help out.  Our organization has 1.8 million people in the whole country.  We don’t want this City to fall down, we want it to move up.

ALEJANDRO DOMINGUEZ

1504 CORNELIA

5.  Has been in Waukegan since 1988.  Reconsider the 287G application, stop the vehicle impoundment, code enforcement harassing and racial profiling.  This City should be a city of trust for everyone, Immigration laws are broken and need to be fixed.  Do the right thing and withdraw the 287G application.

EMMA LOZANO

6. Has a DVD video called, “How Far Is It From Heaven”, that she would like the Mayor and members of the City Council to see.  The video is about families that are being separated because of the immigration laws.  She is the president of Pueblos Sin Fronteras.  We fight for our rights.  We changed the face of the Congress and Senate.  She would like to talk about Elvira Arellano, she is a single mom who is staying in a church so she can be with her US Citizen born son.  She is here illegally and is considered a felon.  There are problems here, like there are problems in Chicago.  Recind the 287G Application.  Mixed Status Family, Families shouldn’t be separated.  Stop vehicle impoundment and code enforcement harassment.  Keep our families together.  We the Latino Community don’t do anything small.  I am a member of Governor Blagojevich task force racial profiling.  We will begin a boycott of Waukegan.  We will take our money out of Waukegan Banks and take it to another community.  Waukegan was dead, until the immigrant community came in.

RAMON BECERRA

7.  Thanked the Mayor, Alderman Figueroa and Alderman Cunningham for their support with the community and the working people.  We had people come here years ago from Germany, Italy and Ireland and they relocated because of economic pressure.  They were treated the way we are treating undocumented immigrants, they were exploited and mistreated.  We organized and because we organized we have 8 hour days and 40 hours a week.  We organized and that is why we have unemployment, social security benefits and the Family Medical Leave Act, that we will benefit from and our children will benefit from as well.

MARGARET CARRASCO

532 N. LEWIS AVE

8. On behalf of the hundreds of youths that are outside tonight and present in the room, they wanted me to ask Alderman Moisio, being a teacher at Waukegan High School of more than 3,000 hispanic  students, how could you destroy their families with your vote? Alderman Edith Newsome, a minority and a Catholic mother whose children attended St Joseph school, we are appalled by your vote, Alderman Balen an active member of Holy Family Parish, how can you face and destroy the families you see each Sunday at Mass? Alderman TenPas, Did you forget your campaign promise to the Latino voters in your ward, when you wanted their vote, you gave your word that you would not support the 287G? and Alderman Rivera, as a family man can you not feel, hear and see the community uprise, do you really feel that your vote reflects the feelings of the Latino community that you represent? Let me communicate the message, beginning tomorrow and each day after, our Latino community will begin crucial, selective boycotts of Waukegan businesses.

AUDIENCE TIME cont.:

9.  I have been in this community for over 30 years.  Mr. TenPas was my Drivers Ed teacher.  She is a business owner and her family was broken up by immigration.  You can’t break families apart, we are part of this country.  Two parents raising children is hard, one parent raising 3 kids is awful, but I’m doing the best I can.  She has been to Washington to support immigration reform.  Our Hispanics need education.  Stop your attack on the Hispanic Community.

SYLVIA REA

2227 LINDEN AVE

10.  We are here for one reason, to provide for our families and a better future.  In a crisis, we should pull together.  Let’s start with the criminals, if this law is being passed to get rid of criminals, I’m okay with that.

MARTA RODRIGUEZ

11.  She has been a Waukegan resident for 17 years.  Asking the Mayor and City Council to reconsider application for 287G.  Thank You.

RICARDO ROSAS

12.  He has been living in Waukegan for 17 years.  This is a bad idea.  Asking the City Council to reconsider 287G.  A lot of people are frightened.  The Hispanic community doesn’t trust police.  What is going to happen to the kids when their parents get deported.  Please revoke 287G.

GONZALO PALACIOS

13.  Thanked Alderman Cunningham and Alderman Figueroa for their support.  God changed my life.  In the name of God, please withdraw 287G.

MARIA ALMARAS

14.  She has been a resident of Waukegan for a long time, she grew up here.  It’s sad to see what’s happening in the community.  I’m a citizen and this is my opinion.  You should think twice before you go through with 287G.

TONY ELAM

939 NORTH AVE

15.  I am a 20 year Navy veteran.  I am the son of immigrants.  We formed this country, we were immigrants.  We came around 1621 and there were no laws to break, but now there are laws and we must obey them.  One thing we forget to mention when we talk about this is, anyone who comes here illegally is committing a crime.  The laws are there, we just don’t enforce them.  I commend the City Council for voting the way you did on 287G, it was the right thing to do.  Anyone who comes here illegally is committing a federal crime, therefore they’re a criminal and must be treated that way.  We urge the City Council to act on this immigration law so that our community can live in peace.  You did the right thing by voting for 287G, the Police Department is doing the right thing by upholding the law.

ULIA GONZALEZ

16.  Her son was killed by Waukegan Police.  The police are abusive and corrupt.  My son was not a bad boy.  I was on vacation in Mexico and came back to find out that the police had killed my son.  My son was a good and obedient son, all I do is cry since he was killed.  I have high blood pressure.  I will cry everyday until the day I die.

CATHY CHARITY

929 MCALISTER

17.  A couple months ago I was in a hit and run and had to come up with $1600 to get my car fixed.  Thank god I’m alive and my car is fixed now.  I would like to commend you all for enforcing the laws.  Immigration Customs Enforcement known as ICE, this is a severe problem we’re having here in Waukegan.  I understand everybody’s frustration.  As an African American this isn’t a racial thing, as a matter of fact, my two daughters had their cars impounded and that’s just the way the game is.  I commend you all for the immigration enforcement.

JACQUELYN HERRERA

3236 BRISTOL RD

AUDIENCE TIME cont.:

18.  Who am I? My parents came here illegally.  I thank god everyday that these Councilmen were not in the position they’re in now when my parents came here, otherwise I wouldn’t have gone to school here and had all the opportunities that I’ve had.  Thank god we had different leaders back then.  We all want safety, I think we can agree on that.  Going forward with 287G will not make us safe.  Immigrants will go further into the shadows, crimes will go unreported, victims will stay victims and those in domestic abuse will be afraid to trust the police and report crimes and  abuse.  The police will take on more work, extra work that they won’t be paid for and the city will open themselves up to more lawsuits.  I specialize in immigration laws and these laws aren’t learned in a day or two.  I’ve been doing this for 5 or 6 years and there are still things that I don’t know about the laws.  I just want for you not to push these immigrants further into the shawdows and ruin the relationship you have already established with the immigrant community.

19.  I am an attorney with the National Immigration Justice Center.  As an attorney, a citizen and daughter of immigrants, I ask the council to use its power and authority to reconsider 287G certification and to find alternatives in the communiry.

20.  Is 287G really necessary in this town.  What did the latino community do to you guys to make you do this.  You need to think twice before you enforce 287G.

FAUSTO PECH

21.  I came to the US about 25 years ago and I opened my first business about 17 years ago.  My community is not bad people.  We come here to work.  We don’t come here to steal anything.  We spend our money in this town.  I ask you to please not pass this law.

BRIAN GRACH

CITY ATTORNEY

22.  I am  the Corporation Counsel for the City.  I’ve represented the City for more than 20 years.  I have to clarify a few statements and misconceptions on what 287G does.  There are some fears about 287G that are unknown. The vote of the City Council at the last meeting regarding 287G was intended to remove serious criminals and their offenses from the streets of Waukegan.  This was the purpose of the Resolution and the goal of that Resolution.  The vote of the City Council was to initiate and obtain federal approval to begin the process.  If the federal government approved the City of Waukegan to be part of the 287G program, then the final vote would come back to the City Council to vote on any final agreements with the federal government.  It’s appropriate to know what 287G does and I think that’s where many of the misconceptions are.  The bottom line is the Mayor and City Council want to get rid of the murders, rapists, sex offenders and other serious felons from the streets of Waukegan, that is the intent. We don’t care if they’re citizens or non-citizens, we want them off the streets of Waukegan.   If ICE can help, this can be a great thing for the City of Waukegan.

ALDERMAN NEEDHAM

46.  It was a fine parade yesterday, didn’t like having his 3 daughters on rollerskates behind horses, maybe next year it can be done differently.  Thanked Alderman TenPas  and all Department Heads for help on budget.  Aldermen had some good ideas.  Thanked Mayor for his input, as well.  Last but not least, our Director of Finance, Don Brussel, really appreciate all his help.

ALDERMAN LARSEN

47.  Thanked everyone who showed up tonight.  God Bless America.  Scoopin’ Genesee is July 13 and 14, let’s pray for good weather.  Thanked Alderman Needham and TenPas for all their work on the budget.  Regarding the budget, 36% of the budget goes to Police, Fire and Public works.

ALDERMAN RIVERA

48.  Thanked Finance Committee for Budget.  The Parade was great, Police Department did a fine job, too.  Would like to clear up some of the rumors going around, I do not own a liquor store in this community.  Personal Attacks don’t hurt me, its part of the job.  What hurts me, is when you attack my family and friends who are trying to accomplish the American Dream and that is my good friend Carlos Gloria who is a Mexican American and whom I love dearly like a son.  So you have every right to boycott, but you’re only hurting your own people.  He’s not involved in Politics, hurt me, but don’t hurt this young man who’s worked real hard to get where he’s at and whom I love dearly.  For those of you watching, go do business with him, his business is at 1808 10th St.  He’s a wonderful person and he cares about his community and he’s proud of being Mexican American.  Thank You.

ALDERMEN’S TIME cont.:

49.  I am glad that we can agree to disagree.  We are looking out for the best interest of the City.  Tonight we should all be commended.  Nothing bugs me more, than seeing children running wild, unattended by their parents.  I get at least 50 calls regarding this.  We must emphasize the Curfew Ordinance. Tonight is what Waukegan is all about.  Someone went on the radio and said that there are shootings in Waukegan everyday and that Waukegan is really bad, that person comes here almost everday to complain.  One thing I was taught is that you never let anyone come in your house and destroy it and by making that comment on the radio, youaredestroyingour community.
