The Council of the City of Waukegan met in regular session on Tuesday, July 6, 2010 at 7:00P.M. In the City Council Chambers, City Hall 100 North Martin Luther King Jr. Avenue. Mayor Sabonjian, City Clerk, Wayne Motley, Treasurer John Schwab, and Corporation Counsel, Newton Finn were present.

1.Advised the Aldermen that he collected illegal fireworks on the 4th of July himself. People must realize that they are illegal in Illinois. The amount of noise from the illegal firework was unbelievable. He wants the Judiciary Committee to take on the fireworks issue before next years 4th of July event. He indicated that the City Fireworks started early due to the weather conditions.
Too many young people have lost their lives due to swimming accidents. It is a shame. It is time to charge those who take it upon themselves to place their safety in harms’ way. He suggested that the cost to provide police and fire services will be charged to those who intentionally place themselves in jeopardy. |

AUDIENCE’S TIME: 1. 2. 2. Addressed the Capital Improvement Plan and the City Master Plan. Spoke of how the city may re-direct the Capital Improvement Plan with shovel ready projects. He indicated that the city must honor T.I.F.F. Districts, they will encourage more developers to come into Waukegan. He as 3.2 million dollars investment in his current Lake Front Project. |

3.Carole Dore, the Director of Chamber of Commerce presented a progress report and future plans for the Waukegan Chamber. She advised the Aldermen that they have welcomed 24 new members to the chamber and only lost 4. They have held 9 events thus far. She indicated that the best is yet to come.

4. Discussed the flooding in her neighborhood. She has lost a great deal of personal property in the last several years as a result of the flooding. She cannot leave her because she fears her basement may flood. She feels that she is being held hostage in her home by flood water. Living in her home extremely stressful due to the constant flooding after rain. |

5. Friends of Beach held their beach cleanup Monday morning. They picked up 75+ bags of garbage. It is his opinion that the Waukegan Park District should manage the beach.

6. Only 12 police officers were on duty July 4th. He hears loud music, loud mufflers and fireworks every day why can’t we do anything about the problems. We need to enforce our laws. We are forcing people out of Waukegan. We need to restore law & order. I am not a fan of T.I.F.F Districts. He feels that the city should hire additional police officers.
