The Council of the City of Waukegan met in regular session on Tuesday, September 8, 2009 at 7:09P.M. In the City Council Chambers, City Hall 100 North Martin Luther King Jr. Avenue.  Mayor Sabonjian, City Clerk, Wayne Motley, John Schwab, City Treasurer and Corporation Counsel Newton Finn were present.

The Waukegan Police Department received a check in the amount of $9,039.94 from the Illinois State Police Forfeited Funds.

 

User Charge for Excessive Consumption of Police Services Ordinance

 

The Waukegan Police Department has begun conducting research into a “User Charge for Excessive Consumption of Police Services” ordinance. The preliminary research indicates that Ordinances of this nature are directed at the same types of offenses as those covered by the City of Waukegan’s Nuisance Abatement Ordinance. A sample ordinance of a “User Charge for Excessive Consumption of Police Services” is attached.

 

The Police department recommends that further research be conducted by Corporation Counsel to determine what if any additional criminal offenses, nuisance related incidents, or calls for city services could be included in a potential ordinance for the City of Waukegan, including the constitutionality of the prospective ordinance. The Police department further recommends that the City Clerk and Finance Department offer input and analysis of the ordinance and report back to the council as to how an ordinance of this type would impact staffing and work loads for their departments.  The police department will be conducting further studies as to how the ordinance would impact the current staffing levels.
