The Council of the City of Waukegan met in regular session on Monday, October 6, 2008 at 8:00P.M. in the City Council Chambers, City Hall 100 North Martin Luther King Jr. Avenue.  Mayor Hyde, City Clerk, Wayne Motley, and Corporation Counsel, Brian Grach were present. City Treasurer, Pat Dutcher was absent.
