The Council of the City of Waukegan met in regular session on Monday, December 4, 2006 at 8:00 P.M. in the City Council Chambers, City Hall 100 North Martin Luther King Jr. Avenue.  Mayor Hyde, City Clerk, Wayne Motley, Corporation Counsel, Brian Grach, and Pat Dutcher, Treasurer were present.

33.  Thanked Teddy Anderson for her efforts during the Downtown Holiday Fest. Vehicles parked improperly city cannot plow streets effectively.  Do not park on both sides of the street. Garbage cans were not emptied during the heavy snow.  Towing Ordinance could have been prevented.  Upset this weekend with some of the comments he heard regarding the Towing Ordinance. Judgment could have been prevented. We must use better judgment.

34. Ordinances are made to address citizen’s complaints in hopes that they will resolve the problem. 12” snow fall shows us that we had difficulties with parking during that time.  I would like the City Council to look into the possibility of eliminating parking on the streets so that the Police, Fire and Public Works can do their job.

35. We need to revisit the No Parking 2:00 a.m. – 6:00 a.m. Ordinance. Does the library have a janitor? It is not the cities responsibility to shove the library’s property.

35.  City does a great job with the streets and alleys after a snow fall. However we need to look into plowing the sidewalks.  I have seen many children walking in the streets.

People need to know to get their cars off the streets during a snow fall.  They need to work with the city on this issue.  City had worked hard to keep the tax rate down thanked Don Schultz for his efforts. Park District and school districts taxes continue to go up.  Waukegan has declined. Genesee Street is beautiful with the lights and displays.

38. Thanked Alderman TenPas for his help on the tax reduction. Key to success is communication. Year three for Building Department efforts to help needy for Christmas.  Some people just do not have anything so Code Enforcement Office and city works gave help with food, clothing and gifts for the children.  Please give your time, talent and money for this effort.
