The Council of the City of Waukegan met in regular session on Monday, December 7, 2009 at 7:00P.M. In the City Council Chambers, City Hall 100 North Martin Luther King Jr. Avenue.  Mayor Sabonjian, City Clerk, Wayne Motley, and Corporation Counsel Newton Finn were present.
