The Council of the City of Waukegan met in regular session on Monday, December 18, 2006 at 8:00 P.M. in the City Council Chambers, City Hall 100 North Martin Luther King Jr. Avenue.  Mayor Hyde, City Clerk, Wayne Motley, Corporation Counsel, Brian Grach, and Pat Dutcher, Treasurer were present.
