A. Approval of the Minutes of the Public Safety Committee Meeting held on
November 28, 2011.

The Waukegan Police Department received a request for a traffic control sign for the intersections of Victoria Lane eastbound at Country Lane. The police department researched this request and observed the locations in question to be T-intersections. Per the Manual on Uniform Traffic Control Devices for Streets and Highways, supports the locations of Victoria Lane, eastbound at Country Lane for a yield sign.
The Police Department recommends the following:
Section 21-62. Same-One-Way stop intersections.
The Police Department recommends that City Yards erect 2 1-way yield sign for eastbound Victoria Lane at Country Lane (both locations).
If approved, the changes will be covered by:
Section 21-62. Same-One-Way stop intersections.
Right-of-way Street; Country Lane, Yield Street; Victoria Lane (eastbound).

Motion by ____________________ seconded by ____________________ that the Public Safety Committee recommends to the City Council that the proper city officials be authorized to draft an ordinance to reflect making Victoria Lane (eastbound) a Yield Street and Country Lane the Right-of-way Street.

The Public Safety Committee recommends, and I so move, that the proper city officials be authorized to draft an ordinance to reflect making Victoria Lane (eastbound) a Yield Street and Country Lane the Right-of-way Street.

The Waukegan Police Department received a request to restrict parking on both sides of Frolic Avenue between Sunset Avenue and Golfmoor Avenue. The request was made due to an auto mechanic repair shop parking vehicles on Frolic Avenue. The police department spoke with the residents on Frolic Avenue that would be affected by the restricted parking. The residents advised they would be in favor of the parking restrictions.
The Police Department recommends the following:
Section 21-120. Parking prohibited at all times on specific streets.
The Police Department requests that Public Works erect the appropriate signs on Frolic Avenue between Sunset Avenue and Golfmoor Avenue.
If approved, the changes will be covered by:

Frolic Avenue, both sides, south from Sunset Avenue to Golfmoor Avenue.

The Public Safety Committee recommends, and I so move, that the proper city officials be authorized to draft an ordinance to reflect restricting parking on Frolic Avenue, both sides, south from Sunset Avenue to Golfmoor Avenue.

The Waukegan Police Department received a request to restrict parking on both sides of Witchwood Lane. The Police Department researched this request and found that the eastside of Witchwood Lane already had signs posted “no parking anytime.” A survey of the residents on Witchwood Lane revealed a majority did not want any parking restrictions on the westside of the street. The police department further learned there was not an ordinance that addressed the parking restriction on the eastside of Witchwood Lane. The police department recommends the adoption of an ordinance for the eastside of Witchwood Lane.
The Police Department recommends the following:
Section 21-120. Parking prohibited at all times on specific streets.
Witchwood Lane, eastside, north from North Bonnie Brook Lane to the dead end of the street.

The Waukegan Police Department received Equitable Sharing payments in the amount of $280,140.30 from the U.S. Department of Justice, Drug Enforcement Administration.
