The Council of the City of Waukegan met for a Special Meeting on Monday,

July 30, 2009 at 6:35P.M. in the City Council Chambers, City Hall 100 North Martin Luther King Jr. Avenue.  Mayor Sabonjian, City Clerk, Wayne Motley and acting Corporation Counsel, Brian Grach were present. (Notice of Special Meeting Attached)

DISCUSS AND REVIEW THE PROPOSED APPROPRIATION ORDINANCE

 

1.The purpose of this meeting is to discuss and review and take action to adopt the proposed Appropriation Ordinance for the City of Waukegan, Illinois, for the Fiscal year beginning May 1, 2009 and ending April 30, 2010.

2.  Chief Counsel for the Metropolitan Alliance of Police. Police Sergeants have been having an ongoing discussion with the City specifically concerning layoffs.  The messages being sent to us are confusing. It is a significant step you take when you start laying off Law Enforcement officers.  It is dangerous to you and dangerous to the public it is also bad for morale. The City first indicated that they were 6.2 in debt. Since that number was given to us about 4 week ago it is now 1.6 Millions. We understand that the City is working hard to resolve this problem.  We have agreed to scheduling changes, we are willing to work with the City and are prepared to continue our discussions with the City.

3. President of the Patrol Officers Union indicated that the Police Department is already short of officers, there is more work on our officers and they are under a bigger burden. The union agrees to a different schedule which he believes will save the city money in overtime. Currently officers are being forced to hire back and work double shifts the City is paying out of the roof for overtime. The union is prepared to make some financial concessions. We do want to help the City.

4. We are already 18 police officers down from the authorized strength. Currently the fire fighters are only 2 officers down from the authorized number. The Police Department has already given up a lot by working well below our authorized number of officers.
