Orientation: Mayor Robert Sabonjian and Chief Artis Yancey will conduct the official welcome of students, followed by a short introduction of guests by Citizen Police Academy Coordinator Officer Ken Roscher. A brief overview of the Citizen Police Academy concept will also be presented at this time, followed by the issuing of materials and an orientation.

Criminal Justice 101: There is much confusion in the world of law enforcement about who is responsible for what. An officer will explain what branches of government are responsible for what actions in law enforcement. The presentation will begin with local levels of government going through state and federal. A walk through the criminal justice system as seen by the offender will also be reviewed.

Selection Process for Police Officers: An officer that assists in the hiring of police officers will discuss the qualifications and requirements of a Police Officer with the City of Waukegan. The selection process, testing, physical agility test, oral interviews, extensive background investigation, drug screening, and final selection process.

Police Academy: A former instructor at the Illinois State Police Academy will describe what a police officer must go through for training at the Academy.

Week Two

F.T.O. program: A field training officer supervisor will give a presentation explaining the Field Training Officer program.

Patrol Functions: A patrol supervisor will explain basic patrol procedures, what the patrol officer is responsible for and his/her basic duties. Stressed will be the citizen contact and officer survival, patrol techniques and daily patrol officer duties.

Canine Demonstration: The canine staff will provide an overview of canine operations. The dog will display protection, building and people searches and all other related canine procedures. One of the most dangerous tasks performed by police officers are searches and all students will immediately see how valuable the canine program is.

Week Three

SIG (Significant Incident Group): This is a group of officers that regularly attack street level problems on a daily basis.

Crisis Negotiation Team: Commonly referred to as Hostage Negotiations. The title is changed because rarely ever is there an actual hostage taken however the person who needs talking out is virtually always in a crisis. The team is most used for barricaded or suicidal subjects.

Rapid Response Team: Commonly referred to as SWAT (Special Weapons and Tactics), the Waukegan Police Department has RRT. The concept is different from the traditional SWAT tactics and deployment. SWAT generally moves slowly. RRT moves rapidly to overwhelm the threat. Members from RRT will give demonstration of the weapons that they are trained to use and explain how RRT works.

Fusion: A specialty group within the patrol division that is conducts a “fusion” of Patrol, Community Policing, Drug and Gang activities.

Police Weaponry/Use of Force: A firearms instructor will discuss the escalation of force and the related issued weaponry police officers carry and utilize. Also discussed will be the liabilities and legal issues concerning force. An in-depth presentation will also be conducted regarding pepper spray and its usage.

Week Five

Drug Enforcement: Drug Enforcement Investigators will provide an overview of how narcotic violations are investigated and instruct and display the commonly used drugs in this area.

Gang and Gang Activity: Gang Officers will instruct on gang activity and gangs related to this area. They will provide insight as what gangs are, gang profiles and criminal activity and violence within gangs.

Week Six

Range Time: Members who attended the Police Weaponry/Use of Force class will be able to fire some police handguns at the Waukegan Police Department range.
Presented by: Sergeant Tim McGurn and various range officers
Community Services/Tour/Communications: An officer will explain the Community Services program that has been instituted in Waukegan. Topics that will be covered are the bike patrols, landlord/tenant problems.
Communications supervisors will explain the importance and functionality of our 911 center.
A tour will be conducted of the Police Department and division heads of their particular area of expertise will conduct a brief presentation.

Detective Bureau/Investigations: Investigators will thoroughly explain the investigative procedures of the detectives stand point of view to include felonies, misdemeanors, notice to appears, search warrants and all other related information.

Juvenile Law: A Juvenile Investigator will provide an overview of Juvenile law, how the juvenile judicial system operates and current issues regarding youth.
The juvenile investigator will also explain our in school programs such as School Liaison Officers Programs to target at risk youth.

Week Eight

Crime Scene Processing/Preservation/Evidence Technicians Responsibilities: The above officers will demonstrate various methods of collecting latent fingerprints, collecting evidence and how crime scene investigations are conducted, blood splatter interpretation and other techniques to process a crime scene.

Week Nine

Mock Mystery Investigation: Evidence Technicians and volunteers from the Waukegan Citizens Police Academy Alumni Association will conduct a mystery investigation utilizing members of the class to assist. Participants will get a good appreciation of how an investigation starts from beginning to the end.

Illinois Vehicle Code/Traffic Enforcement: Traffic Officers will provide an overview of traffic enforcement, Illinois vehicle code, radar enforcement and parking laws. The students will have an opportunity to ride with police officers and experience what radar guns do and the officer safety issues involved with traffic stops.

D.U.I. Laws: DUI Officers will explain the Driving while under the Influence Laws and the problems that result from drinking and driving. Also explained will be the various types of accidents and how they are investigated and reconstructed.

Outside traffic stops: Students will conduct traffic stops on role players in an extremely controlled environment but using a real police car on a real city street.
